Liberty
The condition of being free to act, speak, worship, and live under law without arbitrary government control.
Historical context
In the American founding, liberty described more than personal freedom from restraint. It referred to a political condition in which rights were secured by law, rulers were limited by constitutions, and citizens could not be governed arbitrarily by distant or unchecked power.
